Our daughter will be entering K in the Fall of 2013, and we are considering several neighborhood schools, including Chappell, Peterson and Swift. Are there any parents in the CPS Obsessed community who can share info/experiences related to these schools?

I would rank those 3- Peterson, Chappell, Swift. Tour each of the schools and see what you think.
You might also consider McPherson (Wolcott and Lawrence). They have the International Baccalaureate Program for the middle years and have plans to bring the IB Early Years Program to the school. They have weekly art and music instruction for all grades, world language (Spanish) for all grades, good technology resources/smart boards in every class room and a growing group of involved parents, community members and prospective parents.
